This library will happily publicize any Open Access classical commentary in any format. But if you are looking for a simple platform to help you create your commentary, I invite you to consider CommentarySandbox, a (free) WordPress plugin that creates a Dickinson College Commentary-style environment on a WordPress site. With the plugin you can juxtapose Note and Vocabulary tabs to Texts.
